Florida bar exam is really popular. Look for the ocean, that's where people want to be and where lawyers are needed.

Why does popularity matter? If you really want to take a 3rd bar exam, look for where you might want to practice law. Do you work at a firm that has offices in other states? Do you have family in another state? What about a state in close proximity to where you live? Are you in a field where you might be more marketable in a certain state?
